Article I - Name
The name of this organization shall be Larchmont-Edgewater Civic League.
Article II - Object
The object of the Larchmont-Edgewater Civic League shall be to promote the principle of good fellowship among the residents and property owners of the Larchmont-Edgewater section of the City of Norfolk as defined by the Board of Directors, to unite for cooperation and interchange of ideas for the membership's interest in this section of the City; to further the best interest of this section towards beautification, recreation, the safety of its residents and the protection of their property investments.
Article III - Fiscal Year
The fiscal year of this league shall be from January 1 to December 31.
Article IV - Membership
Any adult resident or property owner of the Larchmont-Edgewater section shall be eligible for membership upon payment of the annual dues, or prorated part thereof.
Every household that has paid his current dues shall be entitled to one vote.
No member shall hold office until he has been a member in good standing for at least one year.
Any person may be made an Honorary Member by unanimous vote of members present at any regular meeting of the League, provided a quorum is present.
Article V - Board of Directors
The direction of the League shall be vested in the Board of Directors, which Board shall consist of the officers, the chairmen of the standing committees, and the immediate past president of the organization.
Article VI - Officers and Duties
The officers of the League shall be a President, Vice President, Secretary and Treasurer. These officers shall be elected every two years as provided in Article X. Any officer or member of the Board of Directors who shall neglect to perform his duties by absence from three consecutive regular membership meetings shall be considered to have relinquished his office or chairmanship and the vacancy thus created shall be immediately filled unless otherwise ordered by the Board of Directors.
Article VII - Committees
There shall be the following standing committees appointed by the President, each of which shall consist of not less than three members:

Safety and WelfareA majority of committee members shall constitute a quorum.
Article VIII - Finances
The annual dues of the League shall be $10 per household payable to the Treasurer due annually. Honorary members shall not be required to pay annual dues. The Treasurer shall receive and disburse the funds of the League upon approval of the membership or authorization of the Board of Directors.
The Treasurer's books shall be audited annually by a committee of three members; the chairman to the appointed by the President and the other two to be elected from the floor.
Article IX - Meetings and Quorum
The meetings of the Larchmont-Edgewater Civic League shall be held on an as designated basis. Ten members in person, including at least two officers, shall constitute a quorum.
Article X - Election and Voting
Nominations may be made from the floor, and the election and installation of officers shall all take place at the first meeting held in the subsequent fiscal year.
Article XI - Procedure
Roberts Rule of Order shall apply in all cases except where said rules are not consistent with the existing Constitution and By-Laws of the Larchmont-Edgewater Civic League.
Article XII - Amendments
The Constitution and By-Laws may be amended by a majority of those present and voting at any regular meeting, provided the amendment was presented in writing and read at the previous meeting, notice thereof in writing has been given to the membership by the Secretary
